How do Chinese private bodyguards open up overseas markets?

The overall situation of China's "going global" strategy is facing more and more cases of damage to overseas interests. Previously, Chahar Society issued a research report entitled "private security companies: supply side reform of China's overseas security" in Beijing, put forward the above ideas and discussed many problems faced by private security companies "going to sea". As the markets with low security risks and high returns have long been divided up by western multinational corporations, many Chinese enterprises have targeted their investment in countries and regions rich in resources such as Africa and Latin America, but the situation is often volatile and western enterprises are reluctant to enter. As of this year, China has more than 40000 enterprises abroad. The great development of Chinese enterprises overseas has directly driven China's labor export. By the end of 2014, China had more than 1 million migrant workers overseas. Therefore, the safety problems of Overseas Migrant enterprises and migrant workers need to be solved urgently. In theory, overseas Chinese enterprises and personnel can seek consular protection from the Chinese government. In the actual consular protection work, the 13 staff members of the consular protection center of the Ministry of foreign affairs handle about 40000 cases of consular protection every year. This blowout demand can not be met by simply increasing staff. However, the real challenge is that consular protection highly depends on the cooperation of the host government, and China cannot take the initiative, so the actual results are very uncertain. Especially in the case of unrest in the host country, it is usually impossible to ensure that consular protection actions are timely and effective. Therefore, Chahar society put forward in its research report that the traditional government centered overseas security governance mechanism is under great pressure in the face of the rapidly expanding security demand, and it is urgent to find new solutions. The report further suggests that private security companies, as a market-oriented way of security governance, should be paid more attention when it is inconvenient to use military forces to safeguard overseas interests and the political cost is very high. At present, China's private security companies "go to sea" mainly follow the projects of domestic enterprises, some cooperate with local security forces, and the vast majority have not landed in the host country. As a commercial behavior, domestic security enterprises mainly consider from the perspective of short-term risks and benefits. Considering that the security forces of some countries have links with local terrorist organizations and criminal groups, there will be loyalty problems for local security personnel recruited in the host country. At the same time, based on the consideration of communication and trust, the most ideal choice for overseas Chinese enterprises is the personnel recruited from China by Chinese security companies. Some people believe that there is basically no talent shortage in the "going to sea" of Chinese security enterprises, and thousands of retired special combat team members can fully meet the demand every year. "The reality is completely different. The shortage of talents is actually the biggest problem faced by domestic security enterprises in expanding overseas business." Li Wei, director of the anti-terrorism research center of China Academy of modern international relations, believes that China has no specific legal provisions to specify the scope of overseas behavior authority of private security companies, such as how to use Under what conditions are the weapons of the host country used. In fact, not only the overseas development of private security companies is facing legal problems, but now the domestic security industry has no legal authorization, let alone norms to follow.
